Project Documentation for Electrical Installations: What It Should Include and When to Update It
Just because a drawing is on file doesn’t mean you have usable electrical installation documentation. For safe operation, maintenance, and inspections, the documentation must match what is actually installed in the building—including any changes made over the years.
The operator needs documentation that allows the electrical equipment to be clearly identified, safely operated, maintained, and inspected. For designated electrical equipment, the accompanying documentation must correspond to the actual design, and any changes must be recorded in the accompanying or operational documentation. An inspection report does not, in and of itself, replace design or technical documentation.
The term “electrical installation project documentation” is used very broadly in everyday language. In practice, however, it can refer to documentation for project approval, construction documentation, as-built documentation, or operational documentation used during maintenance and inspections. Each of these serves a different purpose and varies in level of detail.
The design, the actual construction, and the inspection report are not the same thing
The most common problem isn’t that there are no documents for the building. The problem is that the operator has a different type of documentation than what is currently needed, or the documents reflect the building’s condition prior to several renovations.

What the operator should have available
There is no single, universal checklist that can be applied to every building. The scope depends on the type of equipment, the structure, operations, external factors, and any modifications made. However, to ensure safe operation and to conduct an inspection, it must be possible to determine from the documentation at least the basic structure of the installation, the protective measures, and the relationship between the drawings and the actual equipment.
A practical documentation package typically includes, in particular:
• single-pole or other necessary schematics of control panels and power supply circuits,
• electrical wiring diagrams and identification of main circuits, distribution panels, and powered equipment,
• designations of circuits, safety and protective devices, and their basic parameters,
• description of the protective measures used, including grounding, bonding, and protection against lightning and power surges,
• report on the identification of external influences, if one is prepared for the given equipment and premises,
• technical data sheets, manuals, and other accompanying documentation for important equipment and components,
• initial and periodic inspection reports, records of inspections, repairs, and maintenance,
• a list of changes, including the date, a description of the modification, and a link to the updated drawings or diagrams.
How to Verify That the Documentation Accurately Reflects Reality
Outdated documentation may seem complete at first glance. Its discrepancy with the actual condition often only becomes apparent during an inspection, a malfunction, or an expansion of operations. A basic inspection can be performed on-site by comparing the documentation with selected parts of the electrical installation.

What to Do If Documentation Is Missing
The first step isn’t necessarily to “draw up a new design from scratch.” First, you need to determine what has survived, what the actual condition is, and for what purpose you need the documentation—for safe operation, inspection, reconstruction, a project permit, or further expansion.

Může chybějící dokumentaci nahradit místní provozní předpis?
Ne. Pokud byla k vyhrazenému technickému zařízení vydána průvodní nebo provozní dokumentace a provozovatel ji nemá k dispozici, zákon č. 250/2021 Sb. tento stav považuje za stav ohrožující bezpečnost práce a provozu zařízení. Místní provozní předpis podle § 20 odst. 4 pouze stanoví rozsah kontroly zařízení v době, kdy dokumentace chybí. Dokumentaci nenahrazuje, neruší uvedenou právní kvalifikaci a sám o sobě neprokazuje způsobilost zařízení k bezpečnému provozu. Chybějící dokumentaci je proto nutné přednostně doplnit.
Kdy se dokumentace musí řešit znovu
Dokumentace se nemá aktualizovat jen při kompletní rekonstrukci budovy. U vyhrazeného elektrického zařízení provozovatel podle nařízení vlády č. 190/2022 Sb. zajišťuje zaznamenání změn do průvodní nebo provozní dokumentace. Rozsah potřebné úpravy a následného ověření závisí na významu zásahu.
Pozornost vyžadují zejména:
• nový nebo vyměněný rozvaděč,
• rozšíření elektroinstalace o další obvody, stroje nebo technologie,
• změna jištění, ochrany před úrazem elektrickým proudem, přetížením nebo zkratem,
• změna systému ochrany před bleskem, přepětím nebo statickou elektřinou,
• fotovoltaická elektrárna, bateriové úložiště nebo nabíjecí stanice,
• stavební úprava spojená se změnou využití prostoru nebo vnějších vlivů,
• rekonstrukce, při níž se mění základní technické nebo bezpečnostní parametry zařízení,
• dočasná úprava, která se postupně stala trvalou součástí provozu.
Kdo může dokumentaci zpracovat nebo aktualizovat
Odpověď závisí na tom, o jaký dokument a jaký zásah jde. Projektovou dokumentaci stavebního záměru a dokumentaci pro provádění stavby zpracovává projektant v režimu stavebních předpisů a v požadovaném rozsahu autorizovaná osoba. U provozních schémat, dokumentace skutečného stavu nebo dílčí aktualizace se požadovaná odbornost odvíjí od obsahu, složitosti a návaznosti na bezpečnostní parametry zařízení.
Samotné překreslení starého výkresu bez ověření skutečného stavu problém neřeší. Zpracovatel musí mít k dispozici potřebné podklady a informace z odborné prohlídky, měření nebo revize. Pokud je součástí zakázky také změna elektroinstalace, musí být předem jasné, kdo zodpovídá za návrh, provedení, zanesení změny a následné ověření.
Checklist: je dokumentace použitelná?
Dokumentaci lze považovat za použitelnou, pokud splňuje následující podmínky:
☐ Je označena platná verze
Je jasné, která dokumentace je aktuální a kdy byla naposledy změněna.
☐ Odpovídá skutečnému stavu
Rozvaděče, obvody, technologie i ochranné prvky odpovídají tomu, co je v objektu instalováno.
☐ Obsahuje potřebné podklady
Nechybějí potřebná schémata, výkresy, údaje o vnějších vlivech ani revizní a provozní záznamy.
☐ Změny jsou dohledatelné
U každé významné změny je uvedeno datum, popis, zpracovatel a navazující doklad o ověření.
☐ Je dostupná odpovědným osobám
K dokumentaci se mohou rychle dostat lidé odpovědní za provoz, údržbu a revize.
☐ Má nastavenou správu
Je určeno, kdo dokumentaci aktualizuje, kde je uložena a jak se zabrání používání neplatných verzí.
Pokud některý z bodů nesplníte, neznamená to automaticky, že je celá dokumentace nepoužitelná. Je to však signál, že je potřeba chybějící část ověřit, doplnit nebo aktualizovat.

Je projektová dokumentace elektroinstalace povinná?
Požadovaný druh a rozsah dokumentace závisí na stavbě, zařízení a prováděné činnosti. U vyhrazeného elektrického zařízení však musí mít provozovatel potřebnou průvodní a provozní dokumentaci a dokumentace používaná pro provoz a revize musí odpovídat skutečnému provedení.
Stačí poslední revizní zpráva?
Ne. Revizní zpráva zachycuje výsledek revize, ale sama nenahrazuje schémata, výkresy, technické podklady ani dokumentaci skutečného provedení.
Musí se dokumentace aktualizovat po každé drobné opravě?
Běžná výměna za odpovídající prvek nemusí vždy vyžadovat přepracování celého projektu. Změny, které ovlivňují zapojení, ochranné parametry, napájecí vazby, využití prostor nebo bezpečnost zařízení, však musí být odpovídajícím způsobem zaznamenány a podle potřeby ověřeny.

Lze dokumentaci vést elektronicky?
